Establishes a 12-member Committee to Study North Carolina's Participation in the National School Lunch Program, with six members appointed by the President Pro Tempore of the Senate and six by the Speaker of the House.

Committee shall examine state nutrition standards exceeding federal requirements, indirect cost assessment guidelines, pilot programs for new federal nutrition guidelines, funding options for cost-savings, and state funding beyond federal match requirements.

Committee members receive travel and subsistence allowances under existing state rates and may exercise subpoena powers and request information from state agencies.

Committee shall submit findings and recommendations to the Joint Legislative Education Oversight Committee on or before March 15, 2014, and shall terminate upon filing the report.

Effective upon becoming law.
