Direct the State Board of Education to implement a one-year moratorium on state-mandated high-stakes consequences attached to standardized tests for prekindergarten through grade 12 students.

Prohibit assigning school performance scores and letter grades based on test results, grade-level retention solely based on standardized test performance, and use of test results to determine teacher pay or financial awards during the moratorium period.

Establish the moratorium to allow local school districts time to adjust to curriculum and teaching method changes during transition from the Standard Course of Study to Common Core State and North Carolina Essential Standards.

Exempt testing required by federal law, federal grant conditions, and pilot programs that began before the 2013-2014 school year from the moratorium requirements.

Effective upon passage into law.
