Authorizes the Legislative Research Commission to study feasibility of various changes to North Carolina banking laws.

Study topics include adding non-depository industry representation to the State Banking Commission and eliminating audited financial statement requirements under G.S. 53-244.104.

Study topics also cover adjusting assessment fees under G.S. 53-244.104A and bond amounts under G.S. 53-244.103, and allowing reverse mortgage origination by all licensed mortgage loan originators, brokers, lenders, and servicers.

Study topics include revising the Commissioner of Banks' rulemaking procedures and eliminating North Carolina Housing Finance Agency requirements to adopt rules and oversee housing counselor training.

Legislative Research Commission shall report final findings to the 2013 General Assembly when it reconvenes in 2014.
