Amends Article 5A of Chapter 120 of the North Carolina General Statutes by adding § 120-19.10 regarding review of State Auditor's recommendations for efficiencies.

Requires the Senate Appropriations Committee and House Appropriations Subcommittee to meet jointly within 90 days after the State Auditor publishes an audit of a state agency or program within their funding jurisdiction.

Directs the joint committees to review the Auditor's report and agency response to determine whether recommended efficiencies or improvements require legislative action.

Allows the committees to jointly recommend proposed legislation based on the Auditor's recommendations for introduction during the next regular session, with such bills exempted from normal filing deadlines and eligible for consideration in both chambers.

Effective upon becoming law.
