Directs the Legislative Research Commission to study issues related to responsibility for maintaining infrastructure on foreclosed or abandoned subdivided properties.

Requires the study to examine impacts on neighboring property owners, local governments, local and state economies, water and sewer capacity, tax bases, and the environment.

Mandates consideration of responsibility for unfulfilled contractual or regulatory obligations of owners of abandoned or foreclosed properties.

Requires evaluation of alternative methods to ensure availability of funds for maintaining infrastructure and complying with environmental regulations on such properties.

Becomes effective upon enactment.
