Amends G.S. 25-4A-108 to clarify the relationship between North Carolina's Uniform Commercial Code Article 4A and the federal Electronic Fund Transfer Act.

Establishes that Article 4A applies to remittance transfers that are not electronic fund transfers, even if they fall under the Electronic Fund Transfer Act definition of remittance transfer.

Provides that when provisions of Article 4A conflict with the Electronic Fund Transfer Act, the federal law governs to the extent of the inconsistency.

Requires the Revisor of Statutes to publish relevant portions of the Official Comment to the 2012 Amendment to UCC Section 4A-108 as annotations to the General Statutes.

Effective upon becoming law.
