Creates a statewide pilot program for the Department of Transportation to establish cost-sharing arrangements with private developers for transportation improvements related to driveway permits, using a fair share allocation formula determined on a project-by-project basis.

Participation in the cost-sharing pilot program is voluntary and does not obligate private developers to participate in order to obtain driveway permits or other approvals.

Authorizes the Department of Transportation to study contracted services cost-savings for the 2013-2014 budget cycle with a goal of reducing facilities maintenance, repair, operation, and service costs by 10% through streamlined procurement strategies, with covered services including janitorial, landscaping, security, HVAC, electrical, and fleet management.

Exempts contracts awarded under the cost-savings pilot program from compliance with Article 3 and Article 8 of Chapter 143 of the General Statutes.

Requires the Department to report findings to the Joint Legislative Commission on Governmental Operations and relevant committees by April 1, 2014, with a progress report due by December 31, 2015; allows the Department to retain and use any achieved savings for any purpose authorized by law.
