Removes the exclusion of Part 2A of Article 21A of Chapter 143 (Leaking Petroleum Underground Storage Tank program) from the definition of "brownfields property" under North Carolina law.

Clarifies that properties with underground storage tank contamination are now eligible for participation in the North Carolina Brownfields Property Reuse program.

Modifies the definition of "regulated substance" to remove language excluding substances regulated under the Leaking Petroleum Underground Storage Tank Cleanup program.

Requires the Department of Environment and Natural Resources to report to the Environmental Review Commission by April 1, 2014, on the act's impact on the Brownfields Property Reuse program and the Leaking Petroleum Underground Storage Tank Cleanup program.

Becomes effective July 1, 2013.
