Amends North Carolina Constitution to require voter approval for municipal annexations not requested by property owners, with a two-thirds supermajority vote required among eligible voters in the proposed annexation area.

Establishes that annexation elections must be held during the next general election occurring after a municipality proposes the annexation.

Permits property owners to voluntarily request annexation without triggering the voter approval requirement.

Prohibits cities, towns, and other governmental subdivisions from exercising jurisdiction beyond their corporate limits.

Submits the constitutional amendment to voters at the statewide general election on November 4, 2014, with effectiveness date of January 1, 2015 if approved.
