Clarifies that counties may enter into reimbursement agreements with private developers and property owners for design and construction of municipal infrastructure included on the county's Capital Improvement Plan.

Exempts reimbursement agreements from the public bidding requirements of Article 8 of Chapter 143 of the General Statutes when the developer or property owner is designing and constructing the infrastructure themselves.

Requires developers or property owners to solicit bids in accordance with Article 8 of Chapter 143 when awarding contracts for work that would have required competitive bidding if the county had awarded the contract directly.

Effective July 1, 2013, applying to reimbursement agreements entered into on or after that date.
