Requires the Joint Legislative Economic Development and Global Engagement Oversight Committee to conduct a comprehensive study of state and local government economic development incentives.

Study must evaluate the cost-to-benefit ratio of incentives, including return on investment, actual jobs created, cost per job, and tax revenues generated.

Study must research alternative uses of economic development funds, such as infrastructure, education, and tax reduction investments.

Study must examine how businesses seek incentives, including the role of site selection consultants and use of competing locations as leverage in negotiations.

Committee must report findings and legislative recommendations to the General Assembly when it reconvenes in 2014.
