Allows raw milk and raw milk products to be dispensed to independent or partial owners of lactating animals (cows, goats, etc.) for personal use or consumption without state regulation or licensing requirements.

Exempts such dispensing from the definition of "sale," meaning the transfer of raw milk to animal owners is not subject to existing milk sales laws requiring pasteurization and Grade "A" certification.

Removes the requirement that raw milk dispensed to animal owners include warning labels stating "NOT FOR HUMAN CONSUMPTION" and "IT IS NOT LEGAL TO SELL RAW MILK FOR HUMAN CONSUMPTION IN NORTH CAROLINA."

Maintains existing prohibitions on selling raw milk for human consumption to the general public; only Grade "A" pasteurized milk may be sold directly to non-owner consumers.
