Directs the Joint Legislative Elections Oversight Committee to study amendments to the definition of "political party" and the nomination process in North Carolina.

Authorizes the Committee to examine changes to requirements for unaffiliated and write-in candidates in elections.

Allows the Committee to review permitting smaller political parties to nominate candidates by convention instead of primary elections.

Authorizes the Committee to study providing that smaller parties conducting primaries would determine results by plurality vote rather than other methods.

Requires the Committee to report its findings and recommended legislation to the 2014 Regular Session of the General Assembly.
