Expands the definition of "medical records" to include the entire set of information created or maintained by a health care provider for diagnosis, care, and treatment of an individual, regardless of format, date, or clinical significance.

Defines "financial records or patient financial information" to include all financial information in a provider's possession regarding an individual, including charges, bills, claims, and adjustments.

Requires health care providers to provide an invoice for record copy fees within 15 business days of receiving a written request and deliver the actual records within 15 business days after receiving full payment.

Allows requesters to rely on the provider's certification that a diligent search was conducted and all requested records were provided for purposes of civil procedure compliance.

Establishes a civil monetary penalty not to exceed $100 per day for each day a health care provider fails to comply with record release requirements, and tolls the statute of limitations for medical malpractice actions one day for each day of non-compliance with delivery obligations.
