Amends the North Carolina Constitution to prohibit condemnation of private property except for public use and requires just compensation to be determined by jury upon request of any party.

Submits the constitutional amendment to voters on November 4, 2014, with amendment becoming effective upon certification by the State Board of Elections and applying to takings after that date.

Replaces "public use or benefit" language with "public use" in G.S. 40A-3 for private condemnors, local public condemnors, and other public condemnors to align statutory language with constitutional restrictions.

Adds new subsection allowing private and public condemnors to exercise eminent domain for connection of customers to existing infrastructure.

Effective date is upon enactment for Sections 4-5, with remaining provisions effective when bill becomes law.
