Expands the list of crimes for which investigative grand juries can be convened to include bribery, obstructing justice, embezzlement, obtaining property by false pretenses, extortion, forgery, election law violations, and malfeasance of corporation officers, in addition to existing drug-related crimes.

Maintains existing requirements that investigative grand jury petitions be filed by district attorneys or special prosecutors with approval from a committee of at least three district attorneys and concurrence of the Attorney General.

Requires the Office of General Administration of The University of North Carolina to study whether the state's public law schools should offer clinics and classes for education and training of future prosecutors.

Mandates that the UNC Office of General Administration report its findings and any recommended legislation to the General Assembly and Joint Legislative Education Oversight Committee by April 1, 2014.

Becomes effective upon enactment.
