Allows any person charged with a crime to petition for expunction if charges are dismissed or a finding of not guilty or not responsible is entered, removing the previous requirement that the person had not received any prior expungement.

Eliminates the prior restriction limiting expunction eligibility based on previous expungements under related statutes (G.S. 15A-145 through 15A-145.5).

Requires no fee for a person's first expunction petition under this section, but charges $150 for any second or subsequent expunction petitions filed by the same person.

Exempts indigent persons from paying the $150 fee for subsequent expunctions.

Becomes effective December 1, 2013.
