Directs the Joint Legislative Education Oversight Committee to study strategies for recruiting and developing school leadership in North Carolina, with focus on improving the lowest-achieving schools.

Committee must study and recommend implementation of initiatives including recruitment of top-performing leaders, greater principal autonomy over school decisions, compensation plans to attract principals to struggling schools, specialized professional development, and performance improvement strategies.

Committee shall consider principal preparation programs, professional development, licensure and certification, recruitment strategies, statewide leadership standards, mentoring, data use and evaluation, state talent management policies, and support options for underperforming administrators.

Committee must report its findings and any recommended legislation to the 2014 Regular Session of the General Assembly.

Effective July 1, 2013.
