Joint Legislative Economic Development and Global Engagement Oversight Committee shall study the performance of the clearinghouse for State business license information established in G.S. 143B-431(e).

Study must evaluate the cost, need, benefit, and efficacy of clearinghouse assistance to businesses, including cost-to-benefit ratio analysis and whether the clearinghouse is performing all required duties.

Examination shall determine if businesses need additional information beyond what the clearinghouse provides, with potential goal of replacing or transforming the clearinghouse into a one-stop business portal.

Study must research how businesses seek and obtain government assistance and whether the clearinghouse is appropriately suited to those methods of seeking assistance.

Committee shall report findings, recommendations, and any legislative recommendations to the 2013 General Assembly when it reconvenes in 2014.
