Requires the NC Building Code Council to post the North Carolina State Building Code online in a format that can be printed and downloaded free of charge, in addition to printed distribution.

Maintains the existing requirement for the Building Code Council to distribute printed copies of the Code to state and local governmental officials, departments, agencies, and educational institutions at State expense.

Allows the Building Code Council to continue selling additional copies to the general public at a reasonable price, with proceeds credited to the Insurance Regulatory Fund.

Effective date of October 1, 2013.
