Abolishes the North Carolina Cemetery Commission effective December 31, 2013, and transfers all authority, powers, duties, functions, records, property, and unexpended funds to the North Carolina Board of Funeral Service.

Renames the North Carolina Board of Funeral Service to the North Carolina Funeral Service and Cemetery Board and expands its membership from 9 to 12 members to include cemetery industry representatives.

Consolidates cemetery and funeral service licensing and regulation under a single board in new Article 13G of Chapter 90, with cemetery regulations previously in Article 9 (G.S. 65-54 through 65-71) recodified into the new unified structure.

Repeals G.S. 65-46, G.S. 65-48 through G.S. 65-53.1, and G.S. 90-210.20, and establishes unified definitions and regulatory provisions for both funeral service and cemetery operations.

Makes conforming changes throughout the General Statutes to update references from the former Cemetery Commission and Board of Funeral Service to the new Funeral Service and Cemetery Board.
