Requires persons convicted of impaired driving offenses to display a special registration plate of a different color on all registered vehicles they own when their driver's license is restored.

Allows exceptions for vehicles owned by family members relied upon for transportation that are not in the convicted person's possession, and employer-owned vehicles used for work if the employer is notified and the driver carries proof of notification.

Imposes a three-year restriction period for most cases and seven years for cases involving permanent license revocation; violation of the restriction results in an additional one-year revocation.

Designates the Division of Motor Vehicles to establish and maintain a distinct color for the special plates that remains consistent year-to-year and is readily identifiable by law enforcement.

Prohibits disguising or obscuring the color of the special plate and establishes a $10.00 additional fee per registration to be credited to a Special Registration Plate Account; becomes effective December 1, 2013 for offenses committed on or after that date.
