Amends G.S. 90-94 to classify all synthetic cannabinoids as Schedule VI controlled substances, making their manufacture, possession, sale, use, and delivery unlawful.

Defines synthetic cannabinoids as any chemical compound that acts as a cannabinoid receptor agonist, mimics the pharmacological effect of naturally occurring cannabinoids, or produces stimulant, depressant, or hallucinogenic effects on the central nervous system, and is not an FDA-approved drug.

Includes specific examples of prohibited synthetic cannabinoid structures, including tetramethylcyclopropanoylindoles (such as XLR-11) and their various substituted forms and isomers.

Becomes effective July 1, 2013, and applies only to offenses committed on or after that date, with prior offenses remaining prosecutable under existing law.
