Direct the Environmental Review Commission to study statutory models for water and sewer service organizations in North Carolina, including Sanitary Districts, Water and Sewer Authorities, Metropolitan Water Districts, Metropolitan Sewerage Districts, County Water and Sewer Districts, and similar organizations.

Commission shall determine whether the number of statutory models should be reduced and consolidated, considering impacts on ongoing operations and financing of existing water and sewer service organizations.

Commission shall report findings and recommendations to the General Assembly when it convenes in 2014.

Effective upon becoming law.
