Expands authority for UNC constituent institutions to self-perform energy conservation measures without entering into guaranteed energy savings contracts.

Adds Appalachian State University, East Carolina University, North Carolina A&T State University, UNC Chapel Hill, UNC Charlotte, and UNC Greensboro to the list of institutions authorized to implement energy conservation measures independently.

Requires Board of Governors to find that energy savings from the measure equal or exceed total implementation costs, with projected savings sufficient to cover debt service if financed with bonds.

Permits institutions to implement multiple energy conservation measures simultaneously as a single project, with cost-benefit findings and analyses conducted for the project as a whole rather than individual measures.

Effective July 1, 2013.
