Honors the memory of Bobby Harold Barbee, Sr., a former member of the North Carolina House of Representatives who served from 1987 to 2004.

Recognizes Barbee's service as Chair of the Wildlife Resources Committee and his membership on the Appropriations, Insurance, Local Government, and Pensions and Retirement committees during his nine terms.

Acknowledges Barbee's community involvement including service on the West Stanly High School Advisory Board, Stanly County Community Schools Advisory Board, and Stanly Memorial Hospital Foundation Board.

Expresses the General Assembly's appreciation for Barbee's contributions to his community, state, and nation, and extends sympathy to his family following his death on February 26, 2013, at age 85.

Directs the Secretary of State to transmit a certified copy of the resolution to Barbee's surviving family members.
