Creates a searchable budget database website through the Office of State Budget and Management to provide public access to state spending details, required by January 1, 2015 for the 2013-2015 fiscal biennium.

Database must allow searches for funding recipients, expenditure amounts, agencies involved, funding sources, budget programs, purpose descriptions, expected performance outcomes, actual performance results, and related state audits.

Covers all funding actions and expenditures of $10,000 or more, including grants, contracts, appropriations, tax exemptions, and credits to entities such as corporations, nonprofits, contractors, grantees, and local government units.

Requires all state agencies with websites to link to the searchable database on their front pages and provide required data to the director within 30 days of availability.

Database must be updated annually within 30 days after each fiscal year closes and maintained with public access for a minimum of 10 years; historical data from 2011-2013 biennium to be added by January 1, 2016.
