Allows holders of on-premises malt beverage permits to sell malt beverages in cleaned, sanitized, resealable containers (growlers) for off-premises consumption, in addition to sales in manufacturer's original containers.

Allows holders of off-premises malt beverage permits to sell malt beverages in resealable containers for off-premises consumption, subject to sanitation and labeling requirements.

Allows wine shop permit holders to sell malt beverages in resealable containers for off-premises consumption, with the same sanitation and labeling requirements as other permit types.

Requires resealable containers to comply with specified regulations (4 NCAC 2T .0303, .0305, and .0308), be properly sealed, and display the permittee's name and the date the container was filled or refilled.

Directs the ABC Commission to adopt rules addressing sanitation of growlers by January 1, 2014; effective upon becoming law on June 12, 2013.
