Establishes the role of "immunizing pharmacist" with specific qualifications including CPR certification, vaccine administration training, continuing education, and immunization registry training.

Authorizes immunizing pharmacists to administer vaccines to persons 18 years and older, including pneumococcal, herpes zoster, hepatitis B, meningococcal, and tetanus vaccines under written protocols with physician supervision.

Permits immunizing pharmacists to administer influenza vaccine to persons 14 years and older under existing regulations.

Requires immunizing pharmacists to maintain patient records, notify primary care providers within 72 hours of vaccination, and report administered vaccines to the North Carolina Immunization Registry within 72 hours.

Directs professional organizations to develop minimum screening questionnaires and safety procedures for vaccination protocols by October 1, 2013, with fallback to state development if agreement is not reached by January 1, 2014.
