Creates the North Carolina Measurability Assessment Act of 2013, establishing a framework for independent evaluations of state programs' ability to report performance and return on investment.

Authorizes the General Assembly to require measurability assessments of proposed or existing state programs to determine capability for performance reporting.

Requires assessments to evaluate 14 specific criteria including program uniqueness, evidence of results, strategic planning, performance measurement methods, financial accountability, and staffing requirements.

Tasks the Office of State Budget and Management (OSBM) with prequalifying independent assessors through competitive process, establishing assessor qualifications and standards, and selecting assessors for evaluations.

Requires assessed agencies or institutions to reimburse OSBM for assessor costs and administrative expenses; effective October 1, 2013.
