Establishes a 14-member Commission to Study the Provision of Exceptional Children's Services in North Carolina Public Schools, with members appointed by the Speaker of the House (7 members) and President Pro Tempore of the Senate (7 members).

Commission membership includes four House members, four Senate members, Department of Public Instruction representative, school administrators, education attorneys, and disability advocacy group representatives.

Commission shall review exceptional children's services delivery by local school administrative units and state oversight, with focus on reducing reporting requirements and compliance measures that exceed federal law requirements.

Commission directed to examine IEP forms and paperwork, alignment with federal requirements, student performance assessments, class size and caseload requirements, unfunded compliance costs, and conduct a cost study on educating students with disabilities.

Commission must submit findings and recommendations to the Joint Legislative Education Oversight Committee by March 15, 2014, and shall terminate upon filing its final report.
