Eliminates six specific reporting requirements for local school administrative units, including the Principal's Monthly Report, Teacher Vacancy Report, Professional Personnel Activity Report, Pupils in Membership by Race and Sex report, School Activity Report, and Report of School Sales of Textbooks and Used Books.

Requires the Department of Public Instruction to collect any necessary information from eliminated reports through the PowerSchool application or other Instructional Improvement System components rather than separate submissions.

Amends G.S. 115C-12(19) to prohibit the State Board of Education from requiring local school administrative units to submit information already available in student information management systems, submit the same information multiple times per year unless changed, or provide information unnecessary for compliance with state or federal law and not relevant to student outcomes.

Requires the State Board of Education to report annually to the Joint Legislative Education Oversight Committee on all required state-level reports, their evaluation and consolidation, and eliminated reports.

Directs the Joint Legislative Education Oversight Committee to study the impact of PowerSchool implementation on data entry workload reduction and the availability of performance and outcome data, with recommendations due to the 2014 Regular Session.
