Exempts property used for bona fide farm purposes located within municipal corporate limits from zoning exercise unless a compelling public safety, health, or environmental protection interest exists.

Expands definition of "bona fide farm purposes" to include small-scale retail operations at farms with primary function of selling products grown or produced on the farm.

Maintains existing county zoning authority over swine farms with animal waste management systems of 600,000 pounds steady state live weight or greater, with prohibition on total exclusion from zoning jurisdiction.

Clarifies that farm property exemption from zoning does not limit regulation of nonfarm uses on farm property.

Effective upon becoming law.
