Establishes an 8-member Study Committee on Spirituous Liquor Sales by Distilleries to Tour Patrons, with 3 House members, 3 Senate members, and 2 experts appointed by legislative leadership

Committee cochairs designated by Speaker of the House and President Pro Tempore of the Senate to oversee the study

Committee shall study the feasibility, costs, and benefits of allowing distillery permit holders to sell spirituous liquor to patrons who complete distillery tours, plus any other relevant matters

Committee receives professional and clerical staff support through the Legislative Services Commission and receives subsistence and travel reimbursement for members

Final report with any proposed legislation due to the 2013 General Assembly when it reconvenes in 2014; Committee terminates upon submitting final report or sine die adjournment, whichever occurs first
