Students accused of conduct violations at North Carolina public universities gain the right to be represented by a licensed attorney or non-attorney advocate during disciplinary proceedings.

Student organizations officially recognized by universities gain the same right to legal representation during disciplinary procedures for alleged conduct violations.

Right to counsel does not apply if the university uses a "Student Honor Court" fully staffed by students to address violations.

Right to counsel does not apply to allegations of "academic dishonesty" as defined by the institution.

Effective date is July 1, 2013, and applies to all violations alleged on or after that date.
