Amends North Carolina statutes to grant six state-recognized Indian tribes uniform tribal status with recognized governing bodies exercising substantial governmental duties and powers similar to the State.

Modifies recognition language for the Lumbee Tribe, Waccamaw Siouan Tribe, Coharie Tribe, Sappony, Meherrin Tribe, and Occaneechi Band of Saponi Nation to replace citizenship-based rights with tribal sovereignty and governmental authority.

Establishes eligibility for each tribe to receive special programs and services provided by the United States to Indians based on their status as federally-recognized American Indian Tribes.

Effective upon enactment.
