Authorizes county boards of commissioners to establish programs for collection of residential recyclable materials by ordinance.

Allows counties to impose fees for residential recyclable materials collection programs not to exceed the cost of providing the service, assessed on improved property along designated collection routes.

Exempts improved property from county collection fees if a private contractor collects the same recyclable materials under a valid contract, though pro-rated fees may apply for partial-year service gaps.

Permits counties to base collection program fees on combined costs of different materials collected and differing levels of service provided.

Allows counties to operate residential recyclable materials collection programs within city corporate limits with the adoption of a city resolution.
