Creates a 10-member Joint Legislative Study Committee on Children's Health and Toxic Chemicals with five representatives appointed by the Speaker of the House and five senators appointed by the President Pro Tempore of the Senate.

Committee shall study strategies for the Department of Health and Human Services, in consultation with the Department of Environment and Natural Resources, to designate and identify chemicals of high concern and priority chemicals in children's products.

Committee shall examine existing state and federal laws regarding children's exposure to toxic chemicals, including legislation from other states, and study manufacturer notification methods and alternatives assessments for reducing chemical exposure.

Committee shall submit an interim report to the 2014 General Assembly session and a final report with findings and legislative recommendations to the 2015 General Assembly before terminating.

Members receive subsistence and travel expenses at rates set forth in G.S. 120-3.1, 138-5, or 138-6, with legislative staff assigned by the Legislative Services Commission and Directors of Legislative Assistants.
