Transfers the Civil Rights Division from the Office of Administrative Hearings to the North Carolina Human Relations Commission effective July 1, 2013.

Establishes the Civil Rights Division as a unit within the Human Relations Commission, administered under the Commission's direction but exercising all prescribed statutory powers independently.

Adds direction and supervision of the Civil Rights Division to the Commission's list of functions and duties.

Updates references throughout statutes (G.S. 7A-759, 126-14.4, and others) to reflect the Civil Rights Division's new location within the Human Relations Commission rather than the Office of Administrative Hearings.

Preserves all pending actions and proceedings involving the Civil Rights Division under its former location, allowing them to continue with the Commission as the substituted party.
