Amends definition of "abused juvenile" to include minors who are victims of human trafficking under G.S. 14-43.11, 14-43.12, or 14-43.13.

Establishes that mistake of age and consent of a minor are not defenses to human trafficking prosecutions.

Prohibits prosecution of minors for prostitution offenses; instead requires law enforcement to take minors into temporary protective custody and report to department of social services.

Mandates restitution for human trafficking victims, including the greater of defendant's gross income from victim's labor or value under Fair Labor Standards Act minimum wage provisions.

Allows persons convicted of prostitution to petition for expunction if they were trafficking victims or under 18 at time of offense, subject to meeting good moral character and other criteria.

Requires State Board of Education to provide human trafficking awareness and training materials to local school boards, and requires local boards to distribute prevention resources to students, parents, and school personnel.

Directs Department of Health and Human Services to establish a statewide toll-free hotline for reporting suspected human trafficking cases.
