Removes exemptions for the General Assembly, Judicial Department, and University of North Carolina from state IT governance requirements under Article 3D of Chapter 147 of the General Statutes.

Requires all state agencies, including previously exempt entities, to comply with IT standards, security requirements, and procurement procedures established by the State Chief Information Officer.

Eliminates special deviation authority previously granted to the Department of Revenue for IT functions, replacing it with a uniform deviation review process available to all state agencies.

Allows the General Assembly and Judicial Department to participate in state IT services on a cost-sharing basis if requested, rather than making participation optional.

Removes carve-outs that previously allowed certain entities to develop their own IT security standards and procurement rules independent of state governance requirements.
