Clarifies the Department of Transportation's authority to issue, deny, or condition driveway connection permits to state highways and streets on the State Highway System.

Requires the Department to establish rules governing driveway permits that consider public safety, development character, traffic generation, access design, drainage impacts, effects on highway safety and capacity, and established access standards.

Protects the Department from liability for damages arising from the issuance or denial of driveway permits or failure to regulate driveway connections.

Authorizes the Department to deny permits or condition issuance on required infrastructure improvements if development cannot be safely and efficiently accommodated, and allows withholding permits until necessary improvements are completed.

Permits the Department to revoke previously issued permits if permit holders fail to comply with permit conditions, statutory requirements, or Department rules.
