Prohibits the sale, distribution, or furnishing of tobacco-derived products and vapor products (including e-cigarettes) to anyone under 18 years of age, making violations a Class 2 misdemeanor.

Requires retailers selling tobacco products, tobacco-derived products, vapor products, or cigarette wrapping papers to demand proof of age from prospective purchasers if there are reasonable grounds to believe they are under 18.

Expands restrictions on vending machines distributing tobacco-derived products and vapor products to require removal by December 1, 2013, unless located in 18+ only establishments or under continuous operator control with age verification.

Establishes age verification requirements for Internet and remote sales of tobacco products, tobacco-derived products, and vapor products through an independent, third-party age verification service comparing public records to purchaser information.

Preempts local ordinances and regulations concerning tobacco-derived products and vapor products effective December 1, 2013, to ensure statewide uniformity and federal funding eligibility; becomes effective December 1, 2013.
