Repealed G.S. 115C-383 and Parts 9A and 30 of Article 3 of Chapter 143B governing residential schools formerly under Department of Health and Human Services control.

Created new Article 9C of Chapter 115C placing Governor Morehead School for the Blind, Eastern North Carolina School for the Deaf, and North Carolina School for the Deaf under State Board of Education governance with Department of Public Instruction administration and oversight.

Established State Board of Education rulemaking authority for admission eligibility criteria, requiring consideration of state and federal law, academic outcomes, parental input, and IEP recommendations.

Limited free tuition and room and board at these schools to North Carolina residents only.

Removed mandatory ABC's Program participation requirement for Governor Morehead School and schools for the deaf, allowing Secretary of Health and Human Services discretionary designation of residential schools to participate.
