Reduces the Duplin County Board of Commissioners and Board of Education from six members to five members, effective the first Monday in December 2014.

Establishes five new election districts (Districts I through V) for both boards, with one member elected from each district in partisan elections.

Revises election schedules: In 2014, one commissioner elected from District II to a four-year term; in 2016, commissioners elected from Districts I, III, IV, and V; thereafter alternating elections every two to four years.

Applies G.S. 153A-22 to the Board of Commissioners and G.S. 115C-37(i) to the Board of Education to ensure redistricting requirements following each federal census apply to both boards.

Repeals S.L. 2011-112 and becomes effective upon enactment.
