State Board of Community Colleges shall align courses with designated "laborsheds" (employment regions) in collaboration with Department of Commerce and Department of Transportation, including conducting labor market analysis and consolidating campuses if necessary, with implementation report due January 1, 2014.

Department of Commerce shall streamline access for unemployed individuals to workforce services through one-stop centers, JobLink Career Centers, and an online One-Stop Delivery System aligned with laborsheds and community college campuses, with staffing and coordination plan due January 1, 2014.

Effective July 1, 2013, in-state and out-of-state tuition at community colleges increases by $1.00 per hour, with revenues dedicated to financial assistance for students in low-enrollment, high-demand occupation programs.

Apprenticeship program transfers from the Department of Labor to the Community Colleges System Office by Type I transfer, with the State Board of Community Colleges assuming oversight of the Apprenticeship Council and Director of Apprenticeship.

State Board of Community Colleges shall study low-enrollment, high-demand occupation programs and submit recommendations to improve student enrollment in these programs by January 1, 2014.
