Allows any employee of a local law enforcement agency to serve a subpoena for witness attendance by telephone communication, in addition to sheriffs, deputies, coroners, and other designated persons.

Modifies Rule 45(b) of Chapter 1A of the General Statutes to expand who may conduct telephone service of witness subpoenas.

Requires the Administrative Office of the Courts to update subpoena forms to reflect that local law enforcement employees may serve subpoenas by telephone.

Effective upon enactment into law.
