Repeals S.L. 2011-259 and establishes a two-year Dropout Prevention and Recovery Pilot Program to run from 2014-2015 through 2015-2016 school years.

Requires State Board of Education to select one approved charter school to serve high school students (grades 9-12) who have dropped out or transferred from traditional high schools, with flexible scheduling and blended learning options.

Mandates the charter school be accredited by the Southern Association of Colleges and Schools and employ only licensed teachers under G.S. 115C-296.

Requires the charter school to develop and implement an alternative accountability model meeting State Board guidelines for alternative learning programs.

Directs State Board to report by March 15, 2016, to the Joint Legislative Education Oversight Committee on student completion rates, alternative accountability results, and ADM impact, with recommendations for future legislation.

Requires State Board of Education and Charter Schools Advisory Board to jointly report by December 15, 2014, on utilization of personnel services contracts by local boards of education and charter school boards.
