Authorizes the Legislative Research Commission to study the illegal sale, delivery, transportation, or possession of FDA-approved prescription drug pills, tablets, or capsules containing opiates combined with noncontrolled substances.

Requires the Commission to determine the appropriate criminal penalties for these offenses and report findings and recommendations to the General Assembly by March 1, 2014.

Directs the study to examine different types of prescription drug transactions, distinctions between possession and sale, dosages and strengths of drugs, and the weight or number of pills involved in offenses.

Establishes a seven-member study committee appointed by the Speaker of the House, including five House representatives, one representative from North Carolina Advocates for Justice, and one from the Conference of District Attorneys.

Takes effect upon enactment.
