Encourages the North Carolina Eastern Municipal Electric Power Agency (NCEMPA) to explore transferring or selling its ownership interests in five electric generation assets to an investor-owned utility.

Specifies the assets for possible transfer: two nuclear units at Brunswick Plant in Brunswick County, one nuclear unit at Shearon Harris Plant in Wake County, and two coal-fired plants in Person County.

Requires NCEMPA to submit results of its exploration efforts to the Utilities Commission and Joint Legislative Commission on Governmental Operations no later than December 31, 2013.

States the General Assembly's intent is to help NCEMPA member cities divest from these generating assets and reduce electric rates for residential and business customers.
